    How to Set Up Google Ads Conversion Tracking (Step-by-Step 2026)

    Conversion tracking is the single most important thing you'll set up in Google Ads. Without it, you can't optimise. You can't calculate ROI. You're guessing - and guessing with paid advertising is expensive.

    What Is Conversion Tracking?

    Conversion tracking tells Google Ads when a user who clicked your ad completes a valuable action on your website - submitting a form, calling your business, making a purchase, or starting a live chat. This data feeds Google's machine learning algorithms, helping them show your ads to people most likely to convert.

    Step 1: Define Your Conversions

    Before touching any code, decide what counts as a conversion for your business:

    • Primary conversions (drive bidding): form submissions, phone calls, purchases, booking confirmations
    • Secondary conversions (observe only): PDF downloads, video views, page scrolls, add-to-cart

    Mark only high-value actions as primary conversions. If you mark everything as primary, Google's Smart Bidding will optimise for low-value actions (like page views) instead of actual leads.

    Step 2: Set Up Google Tag Manager (GTM)

    Google Tag Manager is the recommended way to manage tracking. Here's how to set it up:

    1. Go to tagmanager.google.com and create an account
    2. Create a container for your website (choose "Web")
    3. Install the GTM snippet: paste the first code block in your <head> and the second immediately after <body>
    4. Verify installation using the GTM Preview mode or the Tag Assistant extension

    Step 3: Create Conversion Actions in Google Ads

    1. In Google Ads, go to Goals → Conversions → Summary
    2. Click "+ New conversion action"
    3. Select "Website"
    4. Enter your website URL and click "Scan"
    5. Choose "Add a conversion action manually"
    6. Configure: category (Lead, Purchase, etc.), conversion name, value, count (One for leads, Every for purchases)
    7. Select "Use Google Tag Manager" and note the Conversion ID and Conversion Label

    Step 4: Track Form Submissions

    The most common conversion for service businesses. In GTM:

    1. Create a trigger: Trigger type → Form Submission. Enable "Wait for Tags" and "Check Validation." Fire on the form's page URL or a thank-you page redirect.
    2. Alternative: Thank-you page trigger: Trigger type → Page View. Fire when Page URL contains "/thank-you" or "/confirmation." This is more reliable than form submission triggers.
    3. Create a tag: Tag type → Google Ads Conversion Tracking. Enter the Conversion ID and Label from Step 3. Set the trigger to your form/thank-you page trigger.

    Step 5: Track Phone Calls

    For businesses where phone calls are leads (tradespeople, medical practices, lawyers):

    Option A: Google Forwarding Numbers

    Google replaces your phone number with a tracking number. Set up in Google Ads under Conversions → Phone calls → "Calls from ads" or "Calls from website."

    Option B: Click-to-Call Tracking

    Track when someone clicks your phone number on mobile. In GTM, create a trigger that fires on clicks matching tel: links.

    Step 6: Track Ecommerce Purchases

    For ecommerce businesses, track purchase value dynamically:

    1. Push purchase data to the GTM data layer from your order confirmation page
    2. Create GTM variables to capture transaction_id, value, and currency
    3. Create a Google Ads Conversion Tracking tag with dynamic value using the GTM variable

    Step 7: Verify Everything Works

    This is where most setups fail - people configure but never verify:

    1. GTM Preview mode - browse your site in debug mode and submit a test form. Confirm the conversion tag fires.
    2. Google Tag Assistant - the Chrome extension validates your tags are working
    3. Google Ads conversion status - after 24-48 hours, check Goals → Conversions. Status should show "Recording conversions"
    4. Test with real ads - click your own ad (once) and complete a conversion. Verify it appears in Google Ads within 24 hours.

    Enhanced Conversions: The Next Level

    Enhanced conversions use first-party customer data (email, phone) to improve conversion measurement accuracy, especially as cookies phase out. To enable:

    1. In Google Ads, go to your conversion action and enable "Enhanced conversions"
    2. In GTM, update your conversion tag to include user-provided data variables
    3. Map form fields (email, phone, name, address) to Google's enhanced conversion variables

    Enhanced conversions typically recover 5-15% more conversion data that would otherwise be lost to cookie restrictions.

    Common Tracking Mistakes to Avoid

    • Counting page views as conversions - this inflates your numbers and ruins Smart Bidding
    • Not setting conversion values - without values, you can't calculate ROAS
    • Double-counting - firing the same conversion tag twice on a single form submission
    • Ignoring cross-device conversions - many users click on mobile but convert on desktop
    • Not excluding internal traffic - your own team's test conversions skew data
